ADMINISTRATION DIVISION:

By virtue of its functions, the Administration Division assumes most important position. The Administration Division of ITG works under supervision of Dy. Manager (Accts & Admn). Almost all activities / functions of the Administrative Division are performed through Managing Director.

SCOPE - ADMINISTRATION/PERSONNEL:

  • Preparation and implementation of Personnel/HR Policies and procedures. Processing all personal claims of ITG employees.
  • To provide the infrastructure and other facilities for smooth running of the office.
  • To approve all the HR/Administrative proposals as per ITG rules/limits of authority.
  • All functions under PR.
  • Responsible for day to day administrative function.

Personnel Department:



Personnel section deals with recruitment, promotions, leave and other service matters of the staff and persons who are appointed on contract basis. In the Corporation, recruitment is done mainly through:

  • Direct recruitment to the post of the Corporation and promotions of the staff to higher posts in their channel of promotion.
  • Since this Corporation, is concerned with infrastructure projects there is always need of experienced and knowledgeable personnel. Therefore, some of the experienced and knowledgeable persons are appointed on contractual basis/retainership basis.

Recruitment & Establishment matters :



The requisite posts are created by the approval of the Board based on the demands and necessity. The methods adopted for recruitments are:

Recruitment of the employees:


The employees of the Corporation are recruited as per the Recruitment Rules framed by the Corporation, subject to merit.

The Recruitment Rules applicable to the employees of the Corporation are framed depend upon the work.

All vacancies in the Corporation are filled by promotion or by making direct recruitment by advertising the post in the local newspapers.

Number, Classification and Scale of Pay: The number of posts, classification of the said posts and the scale of pay is fixed depend upon the work profile.

Method of recruitment, age limit and other qualifications: The method of recruitment to the posts, age limit, qualifications and other matters connected therewith are specified in RR.

Provided that -

a) The maximum age limit specified in the Schedule in respect of direct recruitment may be relaxed in the case of candidates belonging to the Scheduled Castes and Scheduled Tribes and other special categories in accordance with the orders issued by the Government from time to time; and

The constitution of the various Departmental Promotion/Selection Committee viz. Class A, B, C and D Committees will be as follows:

MAINTENANCE OF ROASTER:



The Government had directed to implement the roaster. The work of maintaining roasters are being done from time to time.

Establishment Matters:



There are now 45 employees in position in ITG as on 31.03.2009.

    1. Maintenance of personal files of all employees.
    2. Maintenance of leave record of all kinds.
    3. Issue of increment.
    4. Sanction of special medical claims
    5. Pay fixation of employees on appointment and on promotion
    6. Maintenance of record of employees on deputation/contract basis.
    8. Issue of various circulars, notices and other related service matters.
    9. Settlement of final dues on account of resignation, super- annuation and death.
    10. Sanction of LTA as per the policy of Corporation.

Welfare:



Some of the staff welfare schemes are as follows.

Medical Reimbursement: Staffs are entitled to Rs. 10,000/- (Rupees Ten Thousand only) per financial year towards medical reimbursement based on submission of declaration. Besides, they are entitled to Rs. 5,000/- (Rupees Five Thousand only) per year incase of hospitalization/minor operation subject to production of actual bills. As regards major operation / diseases, the actual amount is reimbursable on production of bills, provided it is certified by Goa Medical College that illness is major as per the medical reimbursement rules of ITG.

Bonus / Performance Allowance / Ex-Gratia: Rate of Bonus / Performance Allowance / Ex-Gratia is 8.33% of the salary (Basic, D.P. & D.A). It is paid annually by the Corporation before the Ganesh Festival every year. In case this amount has to be revised on account of better performance of the corporation the same should be decided by the Board and informed accordingly. For the financial year 2006-2007 the Corporation has paid 15% of the salary (Basic, D.P. & D.A).

Provident Fund: Staffs are contributing to the Regional Provident Fund Commissioner, Employees Provident Fund Organization, Bhavishya Nidhi Bhavan, Patto - Panaji, Goa.

Reimbursement of Tuition fees : Staffs are eligible for tuition fees to the extent of Rs.150/- per month i.e Rs. 1,800/- per financial year on production of actual bills.

Various Staff advances:

House Building Advance:
Rs. 7,50,000/- or 100 times the Basic plus DA whichever is less.
In the line with Government.

Car Advance:
Rs. 2,00,000/- or 80% of the cost whichever is less.
As prescribed by the Govt. from time to time. Motor Cycle / Scooter Advance Rs. 35,000/- or 90% of the cost whichever is less. Prevailing Govt. Rates.

Computer Advance:
Rs. 60,000/- Interest @ 10% p.a Miscellaneous Advance Rs. 25,000/- Interest @ 10% p.a Festival Advance
In the line with Government. No separate ITG rules, Sanctioned once in a year to be recovered in 10 monthly instalments. Interest free

Vehicle:



Purchase of vehicles, purchase of tyres, tubes & batteries etc., repairs and servicing of vehicles, payment of vehicles insurance and tax, hired vehicles, making arrangement of vehicle for guest on function / programmes, looking after cases and process of its insurance, disposal of old vehicle, tyres and tubes and batteries.

Furniture & Fixtures:



Purchase of office furniture, repairing of office furniture, disposal of scrap furniture, maintaining fixed asset register.

Office Equipment:



Purchase of Air conditioners, water coolers, xerox machine, calculators, water purifiers, EPABX etc., repairs to all office equipments, awarding annual service maintenance contracts for the equipments, providing spared and consumables to office equipments.

Stationery & Printed Material:



Procurement of Stationery and Printing Material as required by various sections from time to time, looking after annual quotations for these items, calling spot quotations for urgent requirements, printing of urgent materials as per the requirement of H.O.Ds.

Arrangement of Security Guard and Housekeeping personnel's for office purpose.

House Keeping:



Various subjects are handled as Housekeeping matters. It varies from maintenance of Corporation's vehicles, security, telephone, scrutiny and passing of bills of staff benefits, bills for hired cars etc.

Protocol & PR



Keeps liaison with Government Departments, Chairman and Vice Chairman's offices and other organizations. Arrangement of press conferences, various meetings, protocol, Corporations get to gather such as Annual Picnic and other activities are handled by this section. The Corporation issues various tender notices and advertisements in the newspapers. All these matters are also handled by Administartion section.

Library



Corporation has set up a small Library, which is functioning under Administration.

The staffing pattern of the Corporation is also been prepared by the Administration Division.
